- The Prop 65 list can be found here and was last updated December 5, 2025
- The Prop 65 No Significant Risk Levels (NSRLs) and Maximum Allowable Dose Levels (MADLs) (“Safe Harbor list”) can be found here and were last updated October 27, 2023.
- California Safe Cosmetics Reportable Ingredients List for SB484 and SB312 was updated November 2025. As a reminder, listed intentionally added substances trigger product registration. Common cosmetic ingredients that trigger registration are retinol, retinyl palmitate, titanium dioxide, and black 2. EU 81 fragrance allergens at 0.01 (rinse off) and 0.001 (leave on) require registration. (Note: The CASCA list and the FFIRTK list are now combined on the downloadable spreadsheet available in the link. You can select CASCA list by choosing the Reportable Ingredients List tab and filter Column F by “Any”).

NEW YORK A6295A – 1,4 Dioxane Limits

HOUSEHOLD CLEANING PRODUCTS and PERSONAL CARE PRODUCTS (cleansing and bath products, including shampoos and conditioners) must not contain more than 1 ppm of 1,4-dioxane, effective December 31, 2023.

COSMETIC PRODUCTS must not contain more than 10 ppm.

There is also a provision for future limitation based on bi-annual reviews.
